COURSE DESCRIPTION

  • This online QCIS course is approved for those working in AZ, AR, HI, IL, IN, IA, KS, KY, LA, ME, MS, MO, NC, NE, NV, NJ, ND, OK, PA, SD, VT, WV, or WY.
  • If you work in AK, AL, CA, DE, GA, MD, MI, NY, OR, SC, TN, VA, or WA, you can take this course for supplemental training however the course is not approved by the state Stormwater Governing Body. 
  • For working in CA view the QSP/QSD training.
  • Candidates located in other states not listed above should register for the 16-hour enhanced version of this QCIS program.

The 14-hour Qualified Compliance Inspector of Stormwater (QCIS) Online certificate program trains participants how to inspect and maintain a construction site in compliance with the National Pollutant Discharge Elimination System (NPDES). It covers the principles and practices of erosion and sediment control, pollution prevention, as well as the proper reporting and documentation requirements for ensuring compliance under the NPDES permit program. It is comprised of five (5) courses and corresponding exams.

  • Introduction to the National Pollutant Dischage Elimination System
  • Principles and Practices of Erosion Control
  • Principles and Practices of Sediment Control
  • Principles and Practices of Pollution Prevention
  • On-Site Construction Inspections


Learning Objectives:

  • Identify the components and framework of the National Pollutant Discharge Elimination System permit program.
  • Describe the proper installation and maintenance of stormwater Best Management Practices (BMPs).
  • Identify the steps necessary to inspect construction sites and determine possible causes of BMP ineffectiveness and how to correct them.
  • Explain how to complete an inspection report and document corrective actions.
  • Summarize the communication process necessary between owner, operators, contractors, and stormwater pollution plan designer so the site stays in compliance throughout the construction project.


After successful completion of the program, participants will receive a certificate, wallet card, hardhat decal, and the QCIS Logo for marketing uses.

QCIS is required every 2 years.
