COURSE DESCRIPTION

As of July 1 2015, the 30-Hour Master Riggers Safety Training course is a licensing requirement for applications for a Master Riggers license with the NYC DOB. This course is required by the New York City Department of Buildings (DOB) to supervise the hoisting or lowering of any article, irrespective of weight, on the outside of any building. An applicant for a Master Rigger license shall have successfully completed a Department-approved training course of not less than thirty (30) hours, including instruction on inspection, maintenance, repair, use, installation, hazards associated with, and the relevant sections of the building code and industry practice with regards to:

  • Rigging methods, hardware, and equipment;
  • Hoisting machines, including cranes and derricks;
  • Climber/tower crane assembly, jumping, and dis-assembly;
  • Suspended scaffolds;
  • Critical picks; and 
  • Fall hazards and fall protection


During this course, participants will develop the core management skills required to be an effective Licensed Master Rigger performing rigging operations, which contributes to the professional development of an individual and provides evidence of supervisory qualifications. With the use of New York City Construction Codes and OSHA Regulations, participants will learn how to stay in compliance with the most current rigging standards. Material covered during the course will include guidance on how to read scaffold design drawings, how to verify the fitness of the rigging crew, properly train workers on related hazards, and also how to identify and respond to emergency situations. This course is aimed at experienced supervisors interested in master rigging project supervision as well as safety managers, superintendents, and individuals planning to apply for New York City Master Rigger’s license. 

 

Intended Audience

This course is intended for individuals who are looking to apply for the Master Rigger license and intend to supervise sites where hoisting and lowering of articles, in excess of 2,000 lbs will be performed.

Prerequisites: None required. Students are encouraged to posses written and verbal English comprehension, as to pass the Master Riggers practical examination, candidates must pass the literacy portion of the exam. It is recommended that students possess experience in rigging operations, supervision and use of suspended scaffold systems. Course Objectives

Upon completion of this course, the student will be able to:

  • Identify rigging equipment and its hazards
  • Discuss common causes of rigging accidents based on case studies
  • Outline differences between OSHA and NYC DOB scaffold regulations and their sources
  • Develop skills necessary to understand rigging math and calculations
  • Perform rigging inspections using provided rigging principals
  • Identify critical picks and check rigging paperwork as per 1 RCNY 104-20, 1 RCNY 104-21, 1 RCNY 104-22
  • Develop emergencies procedures during scaffold incidents
  • Discuss common working platforms and safety protocols for lifting/lowering loads

This course is in compliance with Title 1 Rules of the City of New York - Chapter 100 - Subchapter D “Licensing and Registration of Businesses, Trades and Occupations Engaged in Building Work”

 

Course Certifications

Upon successful completion of the course, participants will receive a 30-Hour Master Rigger course completion certificate that will be valid for 3 years.


Special Rigger vs. Master Rigger Requirements

Per NY Code - Section 28-404.1, a rigger license is required anytime you hoist or lower any article on the outside of a building in NYC, as all such work must be performed by or under the direct and continuing supervision of a person licensed as a rigger under the provisions of this article. Simply put, it depends on the amount of weight you’ll be working with:

  1. Master rigger license: Authorizes the holder thereof to hoist or lower any article, irrespective of weight, on the outside of any building.

  2. Special rigger license: Authorizes the holder thereof to hoist or lower any article not exceeding 2,000 pounds (907 kg) in weight on the outside of any building.

Syllabus

Class meets for 5.5 hours a day with a minimum of 10 minute breaks every two hours. (Breakdown reflects PM class only)
