Housing rehabilitation specialists fill an important role in the housing redevelopment process. They serve as facilitators between the Local Program Administrator (LPA), contractors, and the homeowner to ensure the health, safety, code compliance, energy efficiency, sustainability, and affordability of one to four bedroom family dwellings. Housing rehabilitation specialists are experts on estimating projects that require a lot of work to bring the property up to building code. It is the job of the Rehabilitation Specialist to act as an intermediary between the program administrators, code enforcement officials, contractors, and homeowners to:
Review homes in need of repair;
create a scope of work for the rehabilitation;
distribute bid documents for contractor pricing;
review bids for accuracy and lowest possible value;
ensure that the work is completed according to the work scope and industry standards;
and obtain payment documents and completion forms.
