This CDPH Lead Inspector/Risk Assessor Initial combo training is designed to provide information for those individuals who perform lead-based paint inspections and/or clearance examinations on abatement and renovation projects in California.

This course will teach the legal obligations facing inspectors when inspecting for lead hazards, and individuals will learn to determine whether or not lead-based paint or other lead hazards are present in sufficient quantities to require abatement according to regulatory guidelines. This workshop prepares you to immediately apply your knowledge to the field, with extensive hands-on training and real-world examples from experienced instructors.

California Licensing - Education and Experience Requirements:

Either:  A Bachelor's Degree or higher in a biological, chemical, physical science or related field; and 1 year of experience in lead-related construction or a related field: a) conducting environmental inspections and assessing environmental health, occupational safety or environmental hazards; or b) designing projects in environmental health, occupational safety or environmental hazard reduction;
OR:  An Associate's Degree or higher (or 20 semester/30 quarter college units) in a biological, chemical, physical science or related field and 2 years of experience in lead-related construction or a related field either conducting environmental inspections and assessing environmental health, occupational safety or environmental hazards or designing projects in environmental health, occupational safety or environmental hazard reduction;
OR:  A High School Diploma or its equivalent and 3 years of experience in lead-related construction or a related field: a) conducting environmental inspections and assessing environmental health, occupational safety or environmental hazards; or b) designing projects in environmental health, occupational safety or environmental hazard reduction.
OR:  Certified Industrial Hygienists – American Board of Industrial Hygiene certificate.

 

3rd-Party Exam:  Lead Inspector/Assessor Certification Exam (call Cooperative Personnel Services (916) 263-3624, x5) to sign up for the exam.

 

Maintaining Accreditation:  If it has been more than 1 year since you completed your CDPH-approved training, you must take 7-hours of CDPH-approved Continuing Education before applying for certification. If your CDPH-approved initial training is more than three (3) years old, you must take the full initial course over again before applying for certification.

  • Development of preabatement work plan (hands-on)
  • Hazard recognition and control (hands-on)
  • Respiratory protection and protective clothing (hands-on)

Day 2

  • Employee information and training
  • Project management
  • Contract specifications
  • Supervisory techniques

Day 3

  • Lead paint abatement or lead hazard reduction including prohibited methods (hands-on)
  • Interior dust abatement/cleanup or lead hazard reduction (hands-on)
  • Soil and exterior dust abatement or lead hazard reduction (hands-on)

Day 4

  • Soil, dust, and air sampling
  • Clearance standards and testing
  • Cleanup and Waste disposal
  • Community relations process
  • Cost estimation
  • Recordkeeping
  • Role and responsibilities of a supervisor
  • Liability and insurance issues relating to lead-based paint abatement

Day 5

  • Risk assessment and inspection report interpretation (hands-on)
  • Development and implementation of an occupant protection plan and abatement report (hands-on)

STATE REQUIREMENTS (CDPH Lead Inspector / Risk Assessor Initial - CA)**
Individual Prerequisites-Successfully complete and receive a course completion certificate for a lead-based paint inspector and risk assessor training course -Bachelors degree AND 1 year experience in related field, OR -Associates degree AND 2 years experience in a related field, OR -High School/GED AND 3 years experience in related field

Individual App Requirements$75 annually
Individual Exam And FeesThird party exam. $230 exam fee for each attempt.
Company Application Requirements$300 every 5 years
Refresher TrainingYou must complete at least 7 hours of CDPH-approved lead-related construction Continuing Education every two years, and pay the application fee annually.
ReciprocityThere are numerous reciprocity agreements with EPA and other states with authorized lead-based paint programs. Your state may accept training for certification programs from those training providers accredited by EPA or other state authorized programs. Because reciprocity agreements are subject to change, it is strongly recommended that you contact your state's accrediting body before taking training from an outside source.
