This Lead Abatement Supervisor Certification Initial training provides information on lead-based paint abatement and regulatory guidelines for those individuals that will plan and/or oversee lead abatement work as a competent person. This 5 day course focuses on essential abatement procedures including site preparation, contract planning, project management, abatement implementation, record-keeping and includes 1.5 days of hands-on training. This course is 5 days instead of the normal 4 days because it includes OSHA 29 CFR 1926.62 and other heavy metals training.

Those working in industrial or public building settings other than target housing or child occupied structures, generally, do not need government certification or licensing.  All that is required is your training certificate achieved in this class.


Federal and/or State Certification and Licensing

Those wishing to work in target housing or child-occupied facilities built before 1978 must achieve a federal or state certification/license to do so depending on the state(s) where they intend to work.

For those wishing to achieve either a federal or state license, or both, the following is exceedingly important:

No training provider, of which we are aware, is approved for all courses in all locations for lead activities.  Seagull will aid you in navigating through the maze of approvals, certifications and/or licenses needed resulting from the varied laws, rules, and regulations of states and the federal government.  It is important to note that no course certification or license, state or federal, is accepted everywhere for target housing and child-occupied facilities.

40 EPA authorized states have their own, unique programs requiring certification or licensure. Many of these states do NOT accept EPA training or that of other authorized states.  

The remaining states are EPA-Controlled (NY, SC, FL, MT, SD, WY, ID, NV, AZ, NM, AK).  EPA DOES accept current authorized state certification/licenses and previous state third-party examinations toward EPA certification/licensure.


Federal Certification/Licensing

When applying to EPA, it is much, much simpler to license with a state, then, use that state license to get your EPA license and Seagull will submit your paperwork for you to that end.   Seagull will even pay your state license fee (up to $150.00, except residents of Georgia).  


State Certification/Licensing

Seagull training is directly approved by GA, AL, IL, UT, and PA

Seagull training is accepted by NC and many other states.


Licensing Requirements (Fed or State)

  • Certification Prerequisites: Must have 1-year experience as a certified Lead Abatement Worker OR 2-years experience in building trades or a related field (lead, asbestos, environmental remediation, construction, etc)  Some states may be more stringent.
  • Third-Party Exams: Regardless of the location of your work or with whom you train, a third-party examination is required for licensure.  Seagull will arrange this exam to be given for you near your training, office, or home.
  • Application Process: After your initial training, you will receive an interim certificate that will be used to get your state license (all arranged by Seagull).
  • For EPA Certifications Only:  A few days after your state license is issued, you will receive by mail or email a scan of your state license, proof of successful third-party examination, a digital photo and instructions on how to apply for your EPA license online.

Students are responsible to verify these requirements prior to registering for a course. There are numerous reciprocity agreements with EPA and other states with authorized lead-based paint programs. Your state may accept training for certification programs from those training providers accredited by EPA or other state authorized programs. Because reciprocity agreements are subject to change, it is strongly recommended that you contact your state's lead program before taking training from an outside source. 


The content of this course is not only the EPA Model for Lead Supervisors, but includes the entire OSHA 29 CFR 1926.62 and other heavy metals. Items you will not find in other courses of 4 days in length.

Absolutely the best place to become certified with anything!!! The owner is not lying when he says to call his personal cell... Absolutely the best place to become certified with anything!!! The owner is not lying when he says to call his personal cell and he will answer!! He will answer his phone in the middle of a discussion to help callers.  Also, our instructor for the course, is the most helpful person you could ask for when taking any of these courses. He is willing to help you in any way possible, and I wanted to be sure to mention him because I understood the information (rather than trying to memorize it) in order to pass the course. It may cost $100 more to take this course, but it is well worth it!!! I would have been willing to pay more if I had to. I definitely recommend this course to anyone needing or wanting these credentials. I'm not saying it is easy (so you won't pass if you simply show up and not pay attention). But, if you follow their guidance and do what you are asked to do, it will prepare you to pass. Again, I highly recommend them!!!

The instructor's frequent interaction allowed for extremely productive and relevant conversations. Other members of the staff were also tremendously helpful and accommodating. The hands-on portion of the training course gave me a tangible sense of what I can expect in the way of challenges and level of effort required to build required containment and to communicate effectively while wearing respirators.
